Alameda County wants drug arrests to be included in the funding formula.

The program is a bold step (perhaps one we are not prepared for)

Judges assign people to treatment within 7 days/evaluation monthly/Treatment plan within 30 days/12 mo. Treatment program.

If successful for 12 months clients can petition to be released from treatment.

We will learn (develop) the right type of treatment for each offender.

48 hr. Fast Track treatment for heroin addiction = $3000

Science may provide inhibitors in the future – must be accompanied with treatment.

Who determines % of Prop. 36 funds?

·        Behavioral Health

·        Dept. of Alcohol & Drugs

·        Prop 36 $ will be maximized

·        Board of Sups. Makes final decision on $

PSAs on KTOP/Soulbeat to broadly disseminate info on Prop 36.

In addition to Prop 36:

Educate the community on where to get drug treatment

Have successful drug treatment clients educate the community

Legalization of drugs will keep gangs from being able to make money

We must work within the current constraints.

Individuals may be the best educators of best practices.

Develop a community input component to the implementation plan

Oakland PD needs to be more sensitive to citizen complaints.

African-American Advisory Comm. on Crime will help with citizens complaints.

Need for:  Day Treatment – Long term care.

Treatment programs need to work with drug court coordinators.

All good programs have a 3 – 4 month wait.  What do they do while waiting?

Programs can’t be driven by Prop. 36 $

Must insure quality treatment.
